Is there a LAN card that is unable to acquire IP address automatically?

Hi! I bought a TP Link Lan card (TF 3239DL) and installed it to my PC. The problem is that it does not acquire IP address automatically. I have to enter an IP address manually so that it can share internet. Are there really LAN cards like this that dont acquire IP address automatically? Or it is just malfunctioning?
