Why does the WWE insist on not developing good tag teams?

The tag team division of WWE used to be pretty awesome with the dudley boyz and jbl and ron simmons christian and edge, edge and orton tag teams used to have epic battles for the tag team belts now it seems like oh they are tag team champions big whoop who cares the matches are far less that lackluster they are beyond boring, same with the intercontinental belt. I remember the battles for the intercontinental belt would often outdo the battles for the heavyweight champoinships is this a sign of wwe going down or are they just stuck and gonna have another awesome run like they did in the rock era
