I want to buy a cheap music software for my laptop which is the best?

I want to buy a cheap music software for my laptop, i know cubase is very good but quite expensive for me.....which one would be good and cheap for me? if i do have to buy cubase how do you add instruments on the software/vst instruments and where do you get them from? thank you.
