How can i design a shirt for a contest online for free?

ok i really want to enter a contest to design a shirt for a band. i have a perfect idea but i have no idea how to design it.. i cant draw.. i mean.. i suck... but are there any websites online i could use to design a t-shirt? it needs to be free... and i cant download anything (yeah i now my options are very low for how i can make my shirt... but yeah) but for my idea i want to make a plain t-shirt, but for the design i want to be able to make it so i can put lyrics of a song.. and the band name on it. but this is the hard part.. i want to be able to put a girl on the shirt, like... well i dont know how to explain this.. but a girl who looks like she has been through a tough life, but she is unbreakable.. my idea is like a girl on her knees reaching towards the sky or something like that. is there anyweb site where i can do that?? please help!!
